　　中国民航局有关负责人表示，国际民航组织第39届大会气候变化谈判通过的决议基本照顾到了各方的核心关切，是一份相对包容的文件，成果来之不易。这既是国际航空减排谈判的重要阶段性成果，也是推动国际航空运输绿色发展方面做出的积极尝试。中国为推动构建包容、公平、合理、可行的全球国际航空减排框架做出了重要贡献。

　　其中，试验期和第一阶段各国自愿参与，发达国家率先参与；第二阶段为国际航空活动全球占比高于0.5％以上的国家或国际航空活动全球累计占比90％以上的国家参与。根据行业平均增速分担抵消责任，2030年后适当增加根据个体增速分担责任的比例，总体上体现了发达国家与发展中国家共同但有区别的责任。决议还强调要为各国特别是发展中国家参与该机制提供援助，并就该机制实施情况和影响每3年开展一次审评。

　　国际民航组织气候变化谈判始于2007年，核心议题包括减排目标、责任区分、市场机制、对发展中国家援助等。自2014年以来，国际民航组织在气候变化问题上全力推进机制方案设计，中方始终坚持一贯立场，努力维护发展中国家发展权益，敦促发达国家承担其历史责任。
